the PCD is effectively the number of bolt holes x the distance between the bolt holes.

so 5x100 means 5 bolt holes 100mm apart.
5x114.3 means 5 bolt holes 114.3mm apart.

so the short (and legal) answer is no.
I have heard of people (of questionable intelligence/ethics) redrilling rims to make them aftermarket multi-stud, but I suspect this hugely reduces the structural integrity of the rim, and will void insurance and get you a canary if you get waved into the pits
