I don't see any advantage in swapping over the rear drums from the RA60 to the RA28, they are both 9 inch drums, unless the ones on your 28 are rusted/warped/too thin or otherwise stuffed.
There are other struts combinations you can consider, if you want better brakes, instead of the RA60, that won't give you positive camber either.
