Yes you can weld either type of exhaust manifold. Headers will generally be mild steel, while cast iron manifolds will need the following procedure:
1: drill a hole at each end of the crack to stop the crack from "running"
2: V out the crack to allow better weld penetration
3: heat the manifold up till it just starts to change colour, it will cool slightly before you start to weld it but will be fine.
4:Weld the crack up, ensuring a good penetrating weld is produced
5: Allow to slow cool - I've always let it cool itself in air, though a good friend suggested burying it in sand would allow it to cool even slower, which has merits for the application.
