No the offsets are different, although they definitely share the same 5x100 stud pattern.
All FWD Celica offsets are +39. (I assume SV21's have the same) If the WRX rims have a +55 offset as stated then the rims will be sitting 16mm (55-39) further inwards than normal. This will:
a) reduce track width by 32mm (16x2), which may turn out to be illegal (it is in QLD anyway)
b) bring the inner sidewall of the tyre closer to the struts, possibly even rubbing on them. If the rim is wider then the original then this increases the chances of this happening as well.
c) look gay because the wheels are sitting futher inwards and not filling the guards like they did before.
The easy way out of this is to fit wheel spacers to make up the offset difference, but you'd have to check on the legalities of them. (Again, illegal in QLD)
Still, it can be done - I have seen an ST184 running around with WRX rims on it, no idea what size/width rims they were though.
