if memory serves me right the 2T can be bored out to a 2L or even 2.2L but you are not leaving any room between the cylinder and the water jackets
thats the main thing that needs to be considered!!! you dont want only a couple mm between them otherwise the head gasket will continually blow... even using a metal head gasket wouldnt be that much different as there is very little room to seal
as for crank you could still use the 2T/3T crank but would require pistons to the size of the over bore

I think if you bore the 3T block for big enough pistons to make it a 2.2 on the standard stroke, head gasket sealing would be the least of your problems. The bores would be right through to the water jackets.
The "Internet wisdom" on how much a 3T block can be bored out is 89mm, the more informed tend to keep it down to a maximum of 88.5 due to too thin a bore wall.

Yes obviously you are going to have to reduce the compression height either through the use of customer pistons with a higher pin location or shorter con-rods. I really wouldn't like to contemplate the latter though.
