Power Steering Playing Games!

Hey guys,
a funny hing happened today, I was doing a U Turn, and turning the steering wheel, while stopped, felt like it had no wheels, really fast and slippery like, I freaked out, but once I started driving, it was ok again, then, when i stopped, I tried it again, and it was so stiff, like the car was off, the power steering fluid look like it was bubbling, is that normal?
Has anyone experienced this?
