You could put a 22R head on a 21R block, but that would be the worst of both worlds - the most restrictive head on the smallest block! It's usually done the other way around, ie 20R/21R head on a 22R block.
As for the holes, you can either weld em um if you're handy with a welder, or just use body filler. The hard part will be painting over it and getting it to match your 20yo paint.
