rule of thumb (for Qld conversions): if the transplanted engine (and it's induction/fueling configuration) was also available as a factory option for your make/model of vehicle then no blue (mod) plate required.

note of caution: an overly zealous safety certificate inspector might baulk at having different engine model to the build plate on the car - highly unlikely tho. In this case, find another inspection station as you're obviously dealing with a tossa.
