I believe it opens in the higher gears to allow a boost leak from the wasegate therefore allowing more boost to be run before the wastegate opens. There is a bunch of info on http://www.mr2oc.com about how to make up a led warning light to tell you when the VSV and the TVIS open. Oh and from personal experience I have a Gen3 3SGTE that is meant to run around 12 PSI stock. I pulled all of the stcok boost control off it when I put it in my AW11 and then it only ran 7psi.
