 injectors not opening

hey guys, finally installed the 3t/2t-geu into the t-18 using the 2t-geu computer with the fuel pressure set to 44-45psi to run the engine in before the new computer and turbo. The engine is all hooked up, and it has spark and fuel pressure, but the injectors are not opening, only the cold start injector is opening. Ive checked every single ground in the engine bay, ive taken them off cleaned the terminal and the body/block where it is attached, and still no fuel. The wiring was not taken out of the car, only disconnected from the engine, and then reconnected to the new engine. Any other ideas what could be causing the problem?? also the negative terminal lead bolt is not getting hot.
