Just a thought.... is it possible to change just the inner part of the cable as in slide it out of the cable and slide a new one in. I don't know if there are any retainer clips that hold the inner in place but it would be easier than pulling all the dash apart especially if the cable outer is still in good nick.
You could try going to an instrument place and ask them. They normally make cables as well and may be able to help.

Edit: There is a place at Silverwater, I think on Vore St. Can't remember the name but they are a VDO distributer and do all instrument repairs and cables.
