If it's at the battery then check the voltage at the alternator as well. If there is a difference of more than say 0.5v then it will be voltage drop. If it is reading 13v at the alternator then check the current output from the alternator. If the battery is a bit flat it may charge at low voltage and high current and as the battery gets more charge the voltage will increase.
