I don't know much about the ST165s, but the only major problem may be availability of parts (like any other grey import car), although being the same body as the ST162 helps, plus alot of the running gear will be common with the ST185. One bonus is the water/air intercooler, albeit a small one. If the car has been properly maintained (service books in Japanese?), it should be fine, but beware if it hasn't. As we all know, Toyota engines are as hardy as they come, but GT4s engines can be very expensive to fix, especially if the turbo needs a re-co. Check that it's not blowing smoke at any revs, & that you can get full boost under full throttle (there'll be a boost guage on the dash). If you take it for a drive, it'll take a good 5-10 minutes to warm up properly, then you should be able to plant your foot & feel the acceleration (remember to expect some turbo lag).
