About halfway between the handbrake and the "axle line" the cable splits into two.
The handbrake works by pulling on a lever at the caliper which on turn pushs on the piston in the caliper. The easier way to understand is to climb under and have a look see and have someone work the handbrake as well as the foot brake.
While your under there check to see if both levers are moving, both have to move otherwise the working lever will not get the needed force to actuate the caliper.
And if their both working try what DTrain said. If that don't work its time to replace the cable.
