Most of the factory heat shields are designed to stop "radiated" heat and are not insulated.A light aluminium sheet [easily bent] even the aluminium throw away trays supermarket style [reflective silver] are very effective.
You are onto the extra air flow which is a big part of winning the heat "war"
I have been warned that wrapping exhaust components drastically reduces the life of the item.I reckon it may be just as effective to attach a factory style heat shield on the offending pipe [bent lightweight sheet metal 10mm off the pipe] again to stop radiated heat.

There is a lot of knowledge available on getting air to flow through the engine bay,its not so basic as people might think.Vents need to be in the right place and the air deflecters or panels under the engine also play a big part.Many people install vents and scoops incorrectly.edit-anyone serious about cooling their engine bay could read "undertrays,spoilers and bonnet vents" search it on Autospeed.com ,well worth the time.

Your air filter needs to be encased in an insulated box and fed cool air.
