Possibly your thermostat is shagged.
Does it take a long time to get the car warm???
In winter does the heater heat up quickly (within 5mins of driving) or does it take ages to heat up?

Most Toyota gauges read say half a cm below the bottom mark when its cold and in most cases normal operating temperature is right in the middle of the gauge.
