The parklight wil be used to power the relay which is switched by the switch which switches the relay powered from the battery the runs the foglights.
OR
Yes just wire as per diagram and grab power from anywhere along that wire to the park lights. It should only have power when the lights are on.
BUT
You may be better off to run the power from the low beam wire as in some states fog lights can only be run with low beam.
