Bolting them to the back seat mounts is probably not the best idea. Puts too much downward pressure on the seat during a high speed accident - that's why rally cars are only allowed to mount them horizontally (or thereabouts).
Also, I think when you change the seating capacity of your car, it needs to be certified or re-registered, I'm not sure about the full details for that though.
Unless you are planning to put yourself in a situation where you will have a high speed accident, I'd stick with the lap-sash.
And there is almost no safe way to keep the back seats and put in a harness (for above-mentioned reasons).
ON TOP of all that, not all harnesses are ADR approved, most are FIA or SFI approved and have no approval for use on the oz roads so look for the ADR compliance label if you still want to get them.
