I'd take it up with the insurance company, especially if the repairer was an "(insert insurance company name here) approved repairer".
Does her insurance company have some sort of guarantee for the repair? They can't expect her to be happy if the car has come back and it is not exactly as it was before the accident. That's what you pay your premiums and excesses for, and if the car isn't complete then they haven't done their job properly.
Her point of contact is the insurance company, and they deal with the repairer. If the repairer has been sub standard then it's the insurance company's problem to deal with.
Failing that, I'd definitely take it up with the Dept of Fair Trading (or your equivalent). Or maybe there is an ombudsman for the insurance industry? Take lots of photos and keep all the documentation!
