Sorry guys, I failed to mention its an RA23.
The valve thingy has a nut on one end that is about 17mm. I removed the nut to find a chamber with spring inside and a brass tube down the middle feading to the outlet (if that makes sense). The nut compresses the spring when screwed in. If it is a valve it should at least let something through with the nut removed. I have tried compressed air and various cleaning products to unblock it to no avail. I will head to the brake shop tomorrow, but its just good to know if this is a part that belongs on the car, and what function it serves.
