its sounds like a proportioning valve, but they have one inlet and two outlets. if it has only one in and one out i dont think its a proportioning valve. however you should be able to clean it out none the less. my back brakes werent working previously and i found it was the proprtioning valve, but after cleanging it out it worked fine.
you could always just gut it, ive heard of people doing this to their proportioning valves on sprinters after doing brake upgrades and they have reported better stopping power.
