smoke coming from the carb is a normal condition when you kill the engine (exhaust fumes left within the combustion chamber escape during the overlap period - and the engine will quite often kick backwards about 90deg or so).

When setting the ign timing did you use a timing light with the ign advance dial on the back? If so you may be running 20deg adv or something like that.
Some Tojo engines have 2 x timing marks - the first will be 10deg BTDC and the other will be TDC - make sure that this is all clear and that you have not made some mistake (I have seen when the wrong timing cover is being used and this can fuck things right up). Picture a 2TG with a 3TGTE front pulley on it = wrong.

Test it by winding some advance out of it and try starting the engine again and shutting it down.

If the car has been sitting for a long time the fuel may be shit and may cause some engine run on.
