Make sure the TPS is in IDL when the TB is full closed, and that the resistance varies in a similar manner to other Toyota's, when you move the throttle plate. The throttle plate could very well just be gummed a few mm open by crap. Clean it with some carby cleaner, reset the ecu, take it for another drive, pull the codes again.
