Complete BS. If you've got a system like the first poster said (ie. NOT overclocked) then having a big fan and noisy PC isn't going to make it faster. Its like putting a cat-back exhaust on a car - its just excess noise.
My PC at home, which is mildly overclocked (1800+ running at 1800mhz) generally runs at 85 degrees, and has been for a few years now. The alarm on the bios is 90 or 95 degrees and it never goes off.
As for stuff lasting longer if they're not cooked, how much life do you WANT out of computer components? They generally need upgrading ever 3-4 years anyway. I've never had a chip that needed replacing through overheating.
