You're still talking out your ass. I'd never doubt they have had cooling issues in the past, but just like that word, they're in the past. I wouldn't call anything with a Barton core or later having heat problems. The biggest problem with them is the problem of transferring the heat from that little CPU core without a heatspreader.

For reference, I have a XP 2600+ sitting in a desktop case with a Zalman 7000ACu fan on 5V, a 60mm exhaust fan on 5V, a Zalman PSU which is barely inaudible (i.e. right throttled back), in a VCR enclosure which amplifies everything heatwise. It will happily sit on 65 degrees on full load for as long as you want and then drop back to the low 50's on idle. Sure it's a decent cooler, but that is a terrible place to have one in terms of airflow and it's still not hot.

The last Prescott I built wanted to throttle it's CPU fan up constantly, was a PITA.
