It sounds like over fuelling actually...
Lots of fuel/black smoke out of the exhaust, coughing and farting when trying to raise revs etc...
Sounds like a recent tune we did on a car, when we first got it running (installed a new ECU in it, didn't know the PW to get it to run on) we had around 2.5times the amount of fuel needed...
It coughed, farted, and wouldn't rev up...
I'd set the fuel reg to around 30... And try knock a bit of fuel out of the map at idling pressure...
That is of course if you know what you are doing
