is the seller the importer or first owener in the country ?
if so id be asking for copies of their import approvals. regardless of scheme that it came in under they will need import approvals from DOTARS then get on the phone and try and check these details against DOTARS to see if its legit. also give it a revs check to see nothing dodge shows up. but certainly it seems unsual unless it came in under a "PERSONAL IMPORT" which means the owener owned it overseas and used it for more then 12 months. in which case they will have paperwork to back this up.
if they are not the first owener and say they dont have import paperwork if they bought though a licensed motor dealer you may have some backing as the dealer legally must guarntee title. however if anything seems sus with the paper trail id back out of it, the cheap deal is worthless if it turns out to have had somehting dodge done and you are put in a position where you cannot legally register it or worse it stays rego'd and then you back into a ferrari or you kill someone and in the ensuing paperwork trail your insurance company decides not to pay out as the vehichle has never been legally registered.
simple rule if it seems dodge, probaly is.
but yeah only grounds i could see it coming in under would be 1) personal import - they should have supporting evidence or 2) race rally use. in which case it cant be registered anyway... unless someone has done a numbers job.
