Any suspension place worth their salt will be able to find the problem for you.

Based on the description above I'd be looking closely at where the rack bolts to the crossmember. If the whole rack is able to move around you'll get the symptoms you describe. The fact that the rack was removed last week makes me suspect it wasn't re-installed properly.
