get an engineer to certify the roll cage install - and if you're racing the car, get a CAMS certified cage (probably the 'supplied plate you're talking about) so you don't run into scrutineering problems or insurance hassles.

somewhere on the dept of tranport web site there's a PDF of a brochure on modifying vehicles and it's supposed to list approved engineers (e.g. workshops that issue the paperwork and affix the blue plate). most rally/road sport engineerng shops do blue plates/certification.
