The requirement for a larger bore master cylinder is a function of the larger caliper piston size, not disc size. I'm unaware of how much bigger an RA28 caliper piston is (I would not have thought it to be too big a change from the KE70 one), but I doubt that it would cause the pedal to go all the way to the floor. At worst, with the RA28 calipers you will notice a moderate increase in pedal travel. I have larger Magna calipers (still single spot sliding) on my AE71, and the pedal travel has increased, but nowhere near what you'd consider unsafe.
