Hi,
If you have the aircon switched off, do the fans work? If you set up your demister to blow hot air (assume for a minute it's a cold winter day) do the fans work then?
If they don't work, and the fuse is okay, then I'd check the connection points to the fan. Make sure it has a good earth and do a voltage check with a multimeter to see that 12v is going to the actual fan. Also, check the fan, with no power supplied to it, and see if it turns freely. If it's binding then you'll either need to get a new fan motor or try and get some light machine oil into its bearings. Initially you can use as a little bit of WD40 to free up the fan, but WD40 is too light for this type of anti-friction - so after it's freed up a bit then puit a few drops of light oil into the bearings. I'm assuming here that you can get into the bearings.
If the fans work okay on their own, but don't work when the aircon is active, you should look at your aircon switch. Not the actual switch in your car, but the aircon should have a centrifugal clutch or some other mechanism that activates at a certain rpm. If this doesn't work then the aircon compressor won't start - but, I would of thought the fans would work 'cos they are no dependant upon the aircon being active or not, unless there is some control logic in your electrics that won't start the fans if the aircon compressor ain't going.
