i just cleaned mine with steel wool and hot soapy water, then sprayed on about 5 coats of urethane wheel paint, then 2 coats of clear.
beware of overspray, its shithouse, i was masking off the alloy rim to paint the centres black. if you're painting the whole wheel, go nuts.
