^^^^ That is exactly what I was told by Vicroads on one occasion also.

I have also had discussions with a local mechanic who has said he would give a roadworthy for an engine swap as long as all original emission controls were in place.

My opinion is that it comes down to Vicroads in the end so believe them, but the moral of the story is that no-one really knows.
