I don't know that it would have to do with the timing sticking, as the 4A-GE has all electronic ignition, no mechanical bits to get stuck.
One thing it could be is the idle up valve on the underside of the throttle body. It acts as a bypass valve for when the motor is warming up, this part could be faulty/sticking, but this is also where all the idle up hoses for air-con & power steering etc, so check that none of these connections have any leaks.
