Karl & HSV_gal, It's not quite correct to say that native plants rely fire to regenerate. Gumnuts will open up and trees will regenerate on their own without the fire BUT the fire does speed up the process. While I agree wholeheartedly with all the sentiments shown here the biggest problem for the EPA and their hotline is that it's hardly worth a pinch of shit as when it comes to Court the onnus of proof is on the EPA and NOT the defendant, unfortunate as it may be that's the way the Court system works. Firstly the EPA would have either 1.) to issue the offender with a fine in the mail OR 2.) bring Court proceedings against the offender NOTE - When the EPA issues a fine in the mail they issue it against the registered owner of the car and leave it up to that person to prove it if they weren't driving the car. Unfortunately even these firebug turds do have the right to defend themselves so if they get a fine in the mail or have Court proceedings initiated against them they can opt to do so. When it goes to Court the EPA has to provide proof that sways the Court to believe "on the balance of probability" (which is actually harder than it sounds) that the turd threw the ciggie butt (or lit the fire with the thrown ciggie butt as the case may be). In the case of the 18yo kid where there are clear witnesses it's an easy case to get a conviction, in the case of "dob in a ciggie tosser, from a moving car, in traffic, and not having seen the actual person who threw the butt" it's much harder to prove this as there are so many things they have to discount. Even assuming that you, the dobber innerer (for want of a better phrase), attends Court as a witness - Like "Who was the driver at the time - was it the reg'd owner or someone else?", "Is the dobber innerer able to identify the actual person who tossed the ciggie butt?", "Is the actual ciggie butt thrown by THIS person responcible for starting THAT fire?", plus the whole issue of it being one persons word against the other, and then even if you have a second witness in the same car as you there's the logistics of that person being able to see, from the other side of the car, what the drive saw from right behind the ciggie tosser. With a Court deciding such a case on the balance of probability it will more often than not be thrown out more than once unless there is a lot more evidence against the person, so have a think about this before you call the number, as I personally would rather see some real action (a conviction) taken rather than a slap on the wrist. Get a good look at them, write the rego number down, clearly, and keep it, preferably have a second witness. What the EPA is banking on is that most people won't recognise their right to defend themselves and pay the fine!! So if in the case of point 1 above the turd defends him or herself and it ends up in Court the majority of the time the EPA will drop the complaint as they more often than not have insufficient real proof otherwise it's only going to end up being thrown out anyway, I know this first hand (not for lighting a fire or dropping a ciggie butt before I get flamed). Personally I'd rather just do away with Political correctness and civil liberties and go back to the days of lynchings OR If you throw a ciggie you have your hand cut off, if you rape you have your dick cut off, if you murder you get put to death, but that's just me.
