As far as I understand it, it cuts off fuel to the idle circuit on engine power down so the engine should shut down straight away after key-off. Depending on the Weber, it may or may not have this solenoid. The 2L Escort and Cortina ones didn't have it but the Webers that were fitted to the Falcons did. Possibly carbon deposits. Another theory, when was the last time the timing chain and guides were replaced? 18R's are notorious for wearing out timing guides and chains. I reckon it is a safe bet that this could be part of your problem. Under load you wont notice it as the slack on the timing chain is taken up. At idle you will notice it as the oil pressure is low and the cam will tend to move back and forth around the correct timing. This would also explain the lack of power. Hope this is somewhat helpful.
