There are many thoughts on achieving this and I don't know anyone who has a 100% guaranteed fix.
1. Run exhaust fumes through the tank for a good while or even while welding (if possible). Can;t imagine it would then be easy to weld.
2. Fill with water but if you still get air pockets watch out.
3. They run a gas through it but can't remember which. CO2 from memory.
I'd ring around and see who you can find but not many like doing it. Given it's a small area though you may have some luck.
