How do I make sure there is no fuel/fumes left in the tank so it wont blow up when cutting/welding

wash the tank with warm sopay water.. then to be sure, fill the tank with water (a little below the level of the welding) to reduce the airspace.... no air = no explosion

How do I know where to mount the fuel pump/baffle

Is it really that simple, just cutting and welding, running lines and electricals?

you may not need baffle... or can fit a small can baffle around the pump itself.
i used the ring off an AE86 tank, welded it to a KE20 tank, and then made my own pump hanger bracket.

easiest way is to get a hanger assembly from an EFI car, change the bracket length, and install in your tank....
