petrol is what's called a hydroscopic substance, it draws in moisture from the air around it
when people say petrol goes "off", they usually mean it's been sitting in a fuel tank for so long (3 weeks or so) and has drawn in enough moisture to reduce its octane rating to the point where you'd be well advised to get a new tank of fuel if you rely on good octane to keep your engine healthy, such as if you have a motor with high compression or forced induction
if you have an old shitter, you can use very bad petrol in it and it will still go. one time i needed fuel for my econovan, and i was too lazy to drive to the servo (which is like half a block away). i happened to have a tote tray of petrol that i'd been using to clean oily parts with. it had just been sitting on a shelf of my garage, uncovered, for at least 2 months. i grabbed a trusty 2L coke bottle funnel and filled the van up and drove it on that petrol for two weeks till it ran out. it clogged up the fuel filter and the thing wouldn't drive above 80km/h, but it worked. one fuel filter and a fresh tank of proper petrol later, the van is still going strong
