The FE motor was designed for better response down low in the rev range. I notice this a lot when I drive our Rav4 (3S-FE) compared to the Celica. The FE definetly has more torque down the bottom but doesn't pull much (if at all) above 4000rpm whereas this is where the 3S-GE is just getting up to boogie. Also found that you need to push the 3S-GE harder just to keep up with traffic due to the lack of power down low (comparatively).
The wiring for an FE is a little less complicated than the GE, but I think if you did this conversion you would be disappointed with the end result seeing as with a little more effort you could have a bit more of a 'racey' engine.
