i was travelling along the M5 a few months ago, and every time i drive along it, it always pisses down with rain... Anyway, in a 110 zone, i was surprised everyone had slowed down to 50 (myself included). Visibility was deadset about 5metres, had the high beams, hazards and everything on just so no-one would hit me....first time ive ever slowed down that much. I was even considering pulling over and waiting for it to pass 
As for the driving 'too slow', i havent heard of anyone ever getting done for it, but itd make great sense if you're doing 1/2 the posted speed limit and in the right lane
