1jz boost problem

My mate has a JZZ30 soarer with a Trust T67 turbo and the usual stuff. It is running a SAFC 2 and an apexi AVCR boost controller.
The problem is that he sets the boost to 1bar but it will only run 7psi (about .4bar)
We checked the pressure line to the wastegate and all seem tight and no leaks.
Where is the next place to look?
It used to change the boost fine and he usually runs 11psi.
