I doubt it.
Changing the material that such a major part of a car is made from will most definately alter what would occur in an accident.
I would suspect that if involved in a front on accident carbon fiber would break into shards (most likely rather sharp) rather than just bending and crumpling like metal would.
Imagine a nice big shard of carbon fiber coming through the windscreen... Its not a pretty thought.
Personally I would stay away from carbon fiber panels... more for my personal safety rather than concerns over the legalities of the stuff.
If you want to lighten the car there are heaps of other things you can do whilst keeping the car safe.
-Remove the sound deadening material and carpets.
-Remove the door trims and replace with lighter material (like those real estate "for sale" signs etc.)
-Remove the under bonnet insulation.
-Remove un-necessary seating
-Remove roof lining.
-Remove unnecessary aircon stuff (compressor, receiver/dryer, condensor etc.)
-Remove heater box
-Drive around with an almost empty fuel tank.
-Replace the panels with lighter alloy panels
-Swap your rims for something lighter
-Remove that un-necessary ABS and associated control equipment
-Remove the glass from the doors and put up webbing
I'm not saying you should do any or all of the above... just thinking of weight reduction options.
Many of the things I mentioned may make the vehicle non compliant with ADR's... but at least as far as I'm concerned they are safe.
