are you getting 9 volts while cranking, or 9 volts whenever you put a meter on the terminal?

charging system voltage will drop during cranking (hence the ECU/ignition system taking power from multiple spots so it doesn't reset during starting)

is the solenoid on the starter OK? if it's old and the contacts are starting to arc over instead of make solid contact, the starter will pull more current than usual, making the whole system worse.
