Actually, they do. Its called "Probable Cause" If they 'suspect' something is wrong, they will defect for it. And unless you can prove beyond a shadow of a doubt (ie, and engineers report with photos) that its 100% legal, they are well within their right to do so. If they 'suspect' your car sounded too loud, or they 'suspect' its too low, or they 'suspect' the tint is too dark, and you can't prove otherwise, then they will sticker you. And they are allowed to do so. Yes, I agree, most of the time they purely do it to piss people off. But if you built the car legally ,and can prove this, then you would not have any worries now would you. i did however build the car legally.. and have a blue plate.. and everything and he didnt care what so ever.
