The noise you are describing does not come from the bov. It is because you either do not have a bov at all, or the bov is wound up too tight and does not open. This causes the air trapped between the closed throttle butterfly and turbo to go back through the compressor blades and out the air filter. Making a fluttering noise.
There is debate over whether or not this will damage your turbo. Some say yes, some say no. An owner of a bigpower skyline on a cruize I was on recently claimed that his old turbo failed because the bov on it could not vent sufficiently, he now runs two bovs.
If you want the noise a compromise is to tighen your bov enough so that it will open on fullboost but at lower boost will stay shut.
