BOV's release pressure thats between the tarbo and mainfold, if not released this pressure goes back down into the tarbo, as explained by monkeymajik.
BOV's are designed to vent excess pressure that is not needed, and prevent it from flowing back to the turbo, this in turn is said to decrease your turbo's life, espicially if running lots'o'boost.
