theoretically yes... but the MAIN reason you have a fues in power cables is so that if your power cable were to SHORT out onto the chassis, it does not catch fire and burn the whole car down.
When unfused power cable shorts to earth the cable itself acts like a fuse... going red hot, welding to the chassis, and eventually melting the wires insulation to the point of catching fire and possibly xploding the battery 
Greg, you should be fine..... 10A difference is close enough  If you are concerned though, replace it for peace of mind. Myself personally i wouldnt care (both relays and fuses are disposable items IMHO)
