yeah, Cool1 is right, when the high is on the low goes out, so looks like you have a blown bulb..  or check the connection/wires of the high beam of the left light for corrosion, shorts, open circuit..
pull the bulb out, check light bulb, and if it's not blown, get a volt meter, check the voltage of the high beam connector in reference to ground, if no voltage, trace the wire down until you find any power, that way you'll find where the open circuit is..
