i don't understand what the prob is here?
as long as the TDC mark on the crank matches with the timing of the piston reaching TDC, and the valves are opening at the correct time.... then all you need to do is rotate the dizzy until you have the desired advance?
maybe the advance weight springs have died? can you see the timing mark advance when you rev from idle to 3-4000rpm?
engine will run better with 40deg advance at idle in fact, 40deg advance is not that bad, except when you have load on the motor 
it should be called "load retarding" rather than "vacuum advance"
